ABOUT

The Housing Matters program provides local employees living in Gunnison County, Colorado with access to long-term rental (LTR) properties through a strict screening process. In addition, it entices short-term rental (STR) owners to place their property into an LTR with a surety fund that will cover up to one month’s rent and reasonable repairs if needed.

HOW IT WORKS

Gunnison Valley Regional Housing Authority (GVRHA) will enter into a master lease agreement with the property owner and GVRHA will have an occupancy agreement with the tenant to sublease the property.

PROGRAM DETAILS

  • Make it easier for tenants to get into long-term rental housing by waiving last month’s rent and half of the security deposit for the tenant.
  • Assist landlords in pre-screening tenants.
  • Assure landlords that if a tenant leaves mid-month that rent will be covered through the end of the month.
  • Assist with getting new tenants into the unit as soon as possible after previous tenant leaves.
  • Tenants are screened and monitored, reducing the risk that the surety fund will need to be utilized.

Frequently Asked Questions

  1.  Agree to offer less-than or equal-to rents affordable to local wages based on household size (based on a pre-determined formula)
  2. Agree to a minimum one-year term
  3. Agree to minimal rent increases each year
  4. Agree to maintain minimum property standards that equal or exceed Warranty of Habitability or HQS standards
  5. Pay reasonable property management fees to GVRHA


  1.  Demonstrate ability and willingness to pay rent
  2. Complete rental readiness program per GVRHA requirements (could be in-house counseling program or online program)
  3. Agree to criminal background and credit checks
  4. Agree to scheduled inspections
  5. Follow all terms of the occupancy agreement
  6. Remit all amounts due to GVRHA for expenses incurred on tenant’s behalf

1. Landlord relations

  •  Educate and recruit landlords to participate in the program
  •  Execute master leases with landlords
  •  GVRHA guarantees last month’s rent and ½ security deposit to landlord if the tenant defaults
  • Negotiate for less-than or equal-to rents affordable to local wages based on household size

2. GVRHA Tenant relations

  • Educate and retain prospective households to access the program
  • Enroll prospective households into a rental readiness program to learn how to overcome previous barriers to accessing housing

3. GVRHA Property management

  • Enters into occupancy agreement with tenants
  • GVRHA negotiates for and performs property inspections (frequency dependent upon GVRHA capacity)
  • Determine repair and maintenance responsibilities with landlord
  • Submit designated reports to Mt. CB on fund requests
